First and foremost, a Community
Association Manager (a "CAM") is a professional who
possesses the specialized knowledge,
judgment and managerial skill, to be licensed by the State of
Florida to provide
services in connection with the operation of a homeowners or
condominium association.
The range of services provided by a CAM depends
on the needs of
the individual association, to include billing and collection of
maintenance fees
and assessment, preparation of financial statements, preparation
of annual budgets,
controlling the disbursement of association funds, attending and
assisting at
meetings of the association, its board of directors and committees,
negotiating with
service providers, coordinating maintenance and other day to day
services involved
with the operation of a community association.
Although
prohibited by Florida law from any activity that may be deemed
the practice of law,
the CAM provides coordination with outside legal counsel in enforcement
of
delinquent accounts, violations of the governing documents, handling
internal legal
issues, amendments to the governing documents, and, hopefully,
not often, litigation
matters, and, where appropriate, bringing changes in Florida law
to the attention of
the board of directors.
